When using the paid Quartus® Prime design software or paid intellectual property (IP) in the development of Altera FPGAs, you must purchase a license (right to use) for that product and then obtain a license file.
Since FIXED type licenses issue license files to the NIC ID of a computer, if you cannot take the computer you normally use with Quartus® Prime to your home or lab, you will not be able to use Quartus® Prime.
It is possible to change the NIC ID binding for the license (rehost) and reissue the license file, but there is a limit to the number of times the NIC ID can be changed, so we do not recommend changing it frequently.
In such cases, we recommend using the Companion License.

If you can connect to a PC with a FIXED license from another PC using remote desktop, you can use Quartus Prime remotely.
No companion license is required.
This article explains how to obtain a companion license for users who use a paid Quartus® Prime or IP license with a fixed type.
This procedure must be carried out by the license administrator.
What is a companion license?
A companion license is a FIXED license that allows you to use a FIXED license on a computer other than the one it is already assigned to.
Licenses can be issued to up to three computers, such as an office computer, a lab computer, and a home computer, provided that the same user is using the software.
However, users are limited to using only one computer at a time.
Points to Note When Applying for a Companion License
Please note the following when applying for a companion license:
・ If the "Primary Computer Type" of the computer linked to the FIXED license is a Guard ID (ID number starting with T),
I cannot register my computer's NIC ID as the ID to apply for a companion license.
Companion license is available for Questa – FIXED license for Intel® FPGA Edition cannot be issued. (Not supported)
All licenses assigned to the computer that owns the SW-ONE-QUARTUS license (Questa – Intel ® FPGA Edition License)
It is issued as a companion license, and each license cannot have a different companion NIC ID.
Sign in to the Licensing Center
Click the link below to go to the License Center sign-in page.
Intel® FPGA Self-Service Licensing Center
A sign-in page for the License Center appears.
Click [Already enrolled ? -Sign In here] on the left side of the screen to sign in.

Once you have completed the multi-factor authentication and the License Center homepage is displayed, your access is complete.
Applying for and issuing a companion license
① To add the NIC ID for the companion license to the existing computer information, select [Computers and License Files] menu > [Active Computers].
② From the list, find the computer information for which you want to register the companion and click [Primary Computer ID].
③ Click [Edit] in the upper right corner of the screen and enter the NIC ID to add to "Companion Computer ID 1".
You can also enter "Companion Computer ID 2" if necessary. If not, leave it blank.

If you have already changed the companion ID, edit the NIC ID.
Please note that adding, changing, or deleting a companion ID will reduce the number of times you can change the ID (remaining rehosts) for that license.
④ Click the [Save] button.
⑤ Click [Generate License] on the top right of the host information page. A license file will be sent to your registered email address.
Save and configure the companion license file
You will receive an email from the manufacturer with the subject "Your Intel FPGA Software and IP License".
Save the attached dat file to the computer that uses the license.
This dat file is a license file that can be used on both the computer with the NIC ID registered as the primary computer and the computer with the NIC ID you applied for as a companion.
The companion license file is set up in the same way as a FIXED license file for Quartus® Prime.
