VCCR_GXB[L1][C,D] must be powered even if the Cyclone® 10 GX transceiver is unused.
VCCR_GXB[L1] [C,D] in the Intel® Cyclone® 10 GX Device Family Pin Connection Guidelines states:
All VCCR_GXB of all transceiver banks must be powered on for proper device operation.
For voltage levels, refer to the Quartus® Prime Pro Edition compilation report.
VCCR_GXB[L1][C,D] is a power supply shared by the transceiver and IO PLL.
Compile with a configuration that implements the IO PLL.
