When using Avalon Streaming (Avalon-ST) with PCI Express (PCIe), the raw data is output as is. Does the user need to decode the packets, send back the received packets, etc.?

If you are using Avalon-ST, you need to create packets on your side.
With Avalon Memory-Mapped (Avalon-MM), packet conversion is also done within IP.
However, while Avalon-ST has full functionality, Avalon-MM has some restrictions on the number of lanes and functionality that can be implemented.
For functional differences, please refer to the reference information and the documentation of each IP.
