No, the HBM level is the level (4KV) of ESD countermeasures that will not break the device even if a person touches it while antistatic measures are in place. On the actual circuit, if there is an external connector, etc., static electricity more than HBM may be applied, so please take appropriate ESD countermeasures. In addition, some interface devices have a high withstand voltage ESD countermeasure of 8KV or 16KV inside the IC, so please select a high withstand voltage ESD product as necessary.
