Quartus® Prime may not detect floating licenses. why?

When using Quartus® Prime (version 16.1 or later) with a floating license, depending on the network conditions, the process of connecting to the license server port may take a long time, resulting in a timeout error and failure to obtain a license.
By default, the TCP connection between the client PC and the license server PC times out after 0.1 seconds.
Therefore, please set FLEXLM_TIMEOUT in the OS environment variable and specify (adjust) the timeout period.
This is particularly effective when the network communication speed is slow or when the client PC and server PC are installed far away from each other.
The value of this variable can be specified in μ (micro)seconds.
For example, to change the timeout to 1 second, set FLEXLM_TIMEOUT to 1000000.
