No need to power on/off. When reconfiguring, set the "CRESETB" pin to Low and issue an Activation Key during that time to enable CrossLink to accept configuration operations. This description of TN-02014 states "If CRESETB is not held low, configuration operation shall automatically start in Master SPI mode 9.5ms after reaching VCC min after power-on." it's intended.
