Programmable Pull-Up Resistor （Quartus II でのオプション名 「Weak Pull-Up Resistor」） は、クロック入力専ピン (CLK[0..15]) には設定できません。Programmable Pull-Up Resistor は、ユーザ I/O ピンのみをサポートしています。
