PERST# (pin_perst) のデアサート前に安定していることが必要です。
CvP の場合には IO イメージが先行してプログラミングされ、その後 PERST# がリリースされた後に Linkup シーケンスが実施されます。
デバイスに対する Refclk は、この PERST# が解除される前に安定して入力されるようにしてください。
