BFM を使用するにはライセンスが必要です。
Quartus® Prime Pro および Standard Edition のライセンスをお持ちの場合には、IP Base Suite に含まれます。
LM_LICENSE_FILE もしくは MGLS_LICENSE_FILE にライセンス・ファイルのパス（ノードロック）やライセンスサーバーのパス（フローティング）を指定してください。
