A demonstration project for lateral transport within a logistics facility using autonomous driving vehicles has been selected as a project by the Ministry of Land, Infrastructure, Transport and Tourism. The project will verify the optimization of the entire logistics operation by linking berth reservations, autonomous driving, and map information.

(Headquarters: Shibuya-ku, Tokyo; Representative Director and President: Shuichi Yoshimura; hereinafter "Dynamic Map Platform"), Macnica (Headquarters: Yokohama City, Kanagawa Prefecture; Representative Director and President: Kazumasa Hara; hereinafter "Macnica") are pleased to announce that the project they jointly proposed has been selected for the Ministry of Land, Infrastructure, Transport and Tourism's FY2026 "Project to Promote Behavioral Change of Shippers and Logistics Operators Utilizing Digital Technology" *1. This project will be promoted by the five companies, including their cooperating partner, Hacobu Co., Ltd. (Headquarters: Minato-ku, Tokyo; Representative Director and President: Taro Sasaki; hereinafter "Hacobu").

In this project, using TRC as a demonstration field, we will verify the feasibility of new logistics operations utilizing autonomous driving technology and digital technology, focusing on horizontal transport within logistics facilities *2. By comprehensively optimizing transport operations and surrounding operations within logistics facilities, we aim to reduce manpower and improve efficiency at logistics sites.

*2 Horizontal transport: A transport service that involves moving goods, etc., within or between logistics facilities to another warehouse or storage location.

■Features of this project
1. Integrating multiple systems based on actual operation.
In addition to autonomous driving vehicles, we combine berth management systems, vehicle management systems, and infrastructure-cooperative mobility platforms to optimize transportation operations and surrounding operations within logistics facilities.
2. Demonstration of horizontal transport with a view to implementing Level 4 autonomous driving within logistics facilities.
This study investigates the potential for labor savings and increased efficiency through autonomous driving, focusing on the transportation of empty beverage containers, a common occurrence at logistics facilities.
3. Collaboration in the fields of logistics, facility management, autonomous driving, and digital infrastructure.
Logistics companies, logistics facility operators, autonomous driving technology providers, and digital infrastructure providers participated in the verification process, which was based on the premise of actual operation.

■Background of this project
In the logistics industry, due to a shortage of truck drivers and stricter regulations on working hours, it is projected that transportation capacity will be approximately 34% lower by 2030 compared to 2025 *3, making the construction of a sustainable logistics system a crucial issue. While progress is being made in demonstrating Level 4 autonomous driving, mainly on highways, the use of autonomous driving is still limited in other areas that make up the logistics network, such as short-distance transportation within and between logistics facilities. To achieve efficiency across the entire logistics network, integrated automation is required, including not only trunk line transportation but also transportation within and between logistics hubs.
Logistics facilities are located on private land, making them a more favorable environment for introducing and operating autonomous driving compared to public roads. Therefore, logistics facilities are considered one of the important areas for promoting the social implementation of Level 4 autonomous driving in order to achieve automation of the entire logistics network.

This demonstration is positioned towards the implementation of Level 4 autonomous driving across the entire logistics network.

In particular, logistics facilities routinely engage in "horizontal transport," which involves moving cargo and empty containers between multiple warehouses and storage areas. While horizontal transport is an essential part of logistics operations, it often involves short distances and routine tasks, requiring a continuous supply of manpower and vehicles, making it an area where labor-saving and efficiency improvements are highly desirable.

■ Overview of this project
In this project, we will conduct a demonstration of transportation operations using autonomous driving vehicles for the horizontal transport of empty beverage containers from Hitomiru between the South Tokyo Center (Building A) and the Heiwajima Center (Building B) within the TRC premises. In the demonstration, berth reservation and occupancy information from the truck reservation acceptance service (berth management system) provided by our collaborating company, Hacobu Co., Ltd., will be incorporated into the infrastructure-cooperative mobility platform of the dynamic map platform.
The infrastructure-cooperative mobility platform combines information acquired from the berth management system with map information to generate location information for the destination berth and route information, which are then distributed to autonomous driving vehicles via Macnica 's remote operation management system "everfleet". As a result, autonomous driving vehicles will automatically travel to the designated berth, achieving partial automation of lateral transport operations. This demonstration will be conducted at autonomous driving level 4.

Through this demonstration, we will verify the effectiveness of system integration and operations that support Level 4 operations. Furthermore, we will evaluate the effects of reducing waiting times and improving the overall efficiency of logistics operations, aiming to accumulate knowledge for future social implementation.

≪About the Heiwajima autonomous driving Council≫
