Access Certification is an account inventory feature.
Approver permissions determine whether users assigned to groups or applications on Okta can continue to be used.
If approved, the assignment will continue, and if rejected, the assignment will be unassigned and access to the resource will be revoked.

What are the benefits of actually using it?

Let's consider a case where we want to set a regular schedule and take inventory for each resource. As shown in the figure below, if you set the inventory to be performed at a high frequency (once a quarter) for highly confidential resources, the risk of unauthorized access will be reduced, and the licenses of unnecessary accounts will be stripped, You can optimize your costs.

Use Case

Inventory functions like Access Certifications are also subsumed in a product called IGA.
Compared to IGA products, Okta has an authentication function, so it can be said that it is superior in that it can check the access date and time for each resource and take inventory.
As an administrator, you can check the last access date and time and decide whether or not to revoke access rights, so you can make an appropriate decision.
