The rules for arbitration are as follows.
・The running task will be executed to the end.
・The next task to be executed is the task that has the MIFR register flag, is enabled in the MIER register, and has the highest priority at that point. The highest priority is Interrupt 1/Task 1. The lowest priority is Interrupt 8/Task 8.
