This error message can be caused by an attempt to place for the selected device, but the design is too large or the Quartus II settings.

Change the settings shown below and compile again.

If your design is large
・ Change the scale of the device to a large one
・ Change and shrink the logic of the design

Check Quartus II settings
・ Select Assignments ⇒ Settings from the Quartus II pull-down menu
・ Select Fitter Settings from Category
・ Uncheck Limit to one fitting attempt

When Limit to one fitting attempt is set to "on", Quartus II performs only one place-and-route attempt, which reduces compilation time. This error will occur and compilation will be interrupted.
(Quartus II default is "OFF")
