Since Quartus® Prime ver19.1 and later, Nios® II EDS no longer comes with Eclipse and Cygwin executables, so you will need to install them separately.
Also, versions other than ver19.1 Pro Edition no longer have Cygwin and have moved to WSL, so it is necessary to install WSL (Ubntsu 18.04 LTS) that runs on Windows® 10.
