What is Unified Plan?

With the Unified Plan, you can use two GitHub Enterprise environments, the on-premise GitHub Enterprise Server (formerly GitHub Enterprise) and the cloud-based GitHub Enterprise Cloud (formerly GitHub Business Cloud), under a single contract. Previously, you needed to sign a contract (and pay for) each of them.
The Unified plan includes GitHub Connect, which integrates GitHub Enterprise Server and GitHub Enterprise Cloud, allowing developers to use both environments.
What is Enterprise Managed Users (EMU)?

Enterprise Managed Users is a GitHub Enterprise Cloud service that allows companies to centrally manage user accounts.
With the previous GitHub Enterprise Cloud, users were required to create and use personal accounts on GitHub.com, but with Enterprise Managed Users, it is possible to link with a company's IdP (identity provider) and automatically provision registered user accounts.
Enterprise Managed Users is the recommended configuration for the following customers:
- Customers who want to manage user accounts and permissions in an integrated manner on the IdP side
- Customers who want to restrict repository creation under personal accounts or use of GitHub Copilot Free
Please note the following points when using Enterprise Managed Users.
- IdP integration is required (currently supported: Entra ID, Okta, PingFederate)
- You cannot create a public repository.
- Email Verification is required
- You cannot create a new account on GitHub.com with the same email address that you are using for Enterprise Managed Users. If there is a duplicate email address, you will need to change one of your primary email addresses.
