Texas Instruments TPS63070: Does not work at 2.7V within input voltage range (VIN). Why.

It is a unique behavior of buck-boost DCDC, requires an input voltage of VIN (for start-up) at start-up, and can be used within the range of VIN (once started) after start-up. TPS63070 requires VIN(for start-up)=MIN3.0V and can be used at 2.0V or more after start-up.
