Silicon Labs CP210x: Is it okay to have a signal on the port while the CP2102N is unpowered?
The Absolute Maximum Ratings in the datasheet specify the port input voltage range.
The maximum input voltage for D+/D- (USB pin) is VDD+0.3V.
Assuming that VDD=0V when no power is supplied, the maximum value allowed by D+/D- is 0.3V.
In addition, the input voltage of non-USB pins such as UART pins (TX, RX, flow control), GPIO, VBUS, RSTb, suspend pin, etc. is 5.8V at VIO>3.3V, and VIO+ at VIO<3.3V. 2.5V is the maximum value. For packages without VIO, consider VIO=VDD.
Considering that VIO=0V when no power is supplied, the maximum value that these pins allow is 2.5V. It will be the cause.
