There is no way to prevent only unused ports from being recognized.
Since CP2108 is a 4-channel product, it is recognized as 4 COM ports when connected to the OS (when using the virtual COM driver). You may only use 3 channels, but you can't get it to see 3 COM ports (instead of 4).
