Silicon Labs CP210x: Is there any regularity in the COM numbers assigned to CP210x on Windows machines?
CP21xx
When connecting for the first time, the lowest available COM number will be assigned.
Once connected, the VID/PID/serial number and COM number are associated and stored, so the same COM number will be assigned the next time you connect.
