The CP210x has a built-in regulator (Voltage Regulator), but it is always enabled. It cannot be disabled. If there is no potential difference between the In/Out of the regulator, it will not work, so if you do not use the internal regulator, set REGIN and VDD to the same potential according to the circuit diagram in the datasheet.
