Silicon Labs EFM8/C8051: Can debug pins (C2CK/C2D) be used as I/O when not debugging?

EFM8/C8051

C2CK is a reset (/RST or RSTb) and C2D is a dual-purpose pin with GPIO, and can be used for those purposes except during debugging. However, for that purpose, it is necessary to configure a network using resistors.
