The /RST pin is a low output (open drain) during POR (Power-On Reset) and VDD monitor reset. (Details of POR and VDD monitor are introduced in another topic.)
Other than that, it is an input, and by setting this pin low for a certain period of time (specified in the datasheet), the device is reset.
