Silicon Labs CP210x: I am not powering an external IC from the internal regulator, can I leave the VDD pin unconnected?

CP21xx

Connect to GND (VSS) through a capacitor even when not supplying power to an external IC. If the VDD pin is left unconnected, the output of the internal regulator will oscillate and cause the CP210x to malfunction.
