This is because Windows enforces Serial Enumeration. When it finds a new COM port, it toggles DTR and checks to see if a serial mouse is connected. The phenomenon occurs not only immediately after inserting the USB cable, but also when you intentionally execute "Scan for hardware changes" in Device Manager.
