First, open the placement and routing strategy option (Project→Active Strategy→Place and Route Settings), set "Routing menthod" to NBR, "Congestion Driven Placement" to '1', and ”Congestion Driven Routing" to '1'. I'll try it.
If it still doesn't work, open the mapping strategy option (Project->Active Strategy->MAP Design Settings) and try Pack Logic Util. with values from "98" to "100".
