Is the external pull-up/pull-down of the TMS and TCK pins necessary only when writing to JTAG?

All modes of the programmer, including configuration and programming via JTAG access, require TMS pull-up and TCK pull-down with external resistors for stable operation. However, if the pull-up/pull-down resistors are located far from the FPGA on the PCB, their effect may be weakened, so it is recommended to check the TMS/TCK waveforms at the device edge.
These external resistors can be omitted when the system is configured with the JTAG PORT disabled and the programmer is not running or when the user is using the GPIO as a GPIO.
