Slowing down the frequency of the JTAG clock TCK may solve the problem.
You can change the frequency with "TCK Divider Setting" in the "Progrmmer Speed Setting" section on the right side of the Programmer window. Try lowering the frequency by checking "Use custom Clock Divider" and changing the Divider value to whatever you want.
