I cannot symbolize the HDL files generated by the IP Catalog in Quartus II v14.0. How can I generate a symbol file?

When I try to open an HDL file generated from the IP Catalog, the Wizard launches and I cannot open the HDL file.
To generate the symbol file in this case, go through the steps of the Wizard and select the file to be generated on the last setting item page, so check the extension .bsf and click Finish.
