Starting with Quartus II v14.0, the IP Catalog replaces the legacy MegaWizard Plug-In Manager. The IP Catalog is normally displayed as soon as you launch Quartus II. If not,

Tools menu ⇒ IP Catalog

or,

View menu ⇒ Utility Windows ⇒ IP Catalog

After starting the IP Catalog, select the device family (skipped because the device family is hidden when the project is open), select the IP to be generated, and double-click to display the name of the IP and the language to be generated. A window for entering/selecting will appear.
Enter the name of the IP, select the language to generate, and click OK. The same screen as the conventional MegaWizard Plug-In Manager will appear. After making the necessary settings, generate the IP.
