Do I need AC coupling on the RX side (GXB_RX pins) to achieve PCIe Gen2 x4 on Arria V GX?

Not required on the Rx side.

As stated in the standards and Note 9 of Altera's Pin Connection Guideline, AC coupling is required only on the Tx side.

Note9) For AC-coupled links, the AC-coupling capacitor can be placed anywhere along the channel.
PCI Express protocol requires that the AC-coupling capacitor is placed on the transmitter side of the interface that permits adapters to be plugged and unplugged.
