Can Altera SoC devices boot in 4-byte addressing mode when using QSPI as boot memory?

No. Impossible.
This is because the software stored in BootROM operates in 3-byte addressing mode. However, since it is possible to change to 4-byte addressing mode with the Preloader (bootloader) and operate, it is possible to support QSPI devices of 128Mbit or more during normal operation.
