When writing to EPCS using a jic file, writing cannot be done only by setting the Programmer. Please refer to the URL link below for how to write.

When we verified at our company, in the above procedure,
・ Monitor the "Messages" window within Quartus II. Once the EPCS device has been detected, the S8 button can be released. Detection is reported as "Device 1 silicon ID is 0x18".
If you let go of the S8 button in the operation of , the writing will be successful, but the phenomenon of configuration failure has been confirmed.

As a countermeasure, we have confirmed that the configuration succeeds by pressing and holding the S8 button until Successfull is displayed.
