By default, the PFL for "FPGA Configuration" mode is written in the MAX II device on the Cyclone IV FPGA development kit, and only FPGA configuration is possible.
If you want to write to flash memory, set PFL to "Flash Programming and
FPGA Configuration" mode, then generate the PFL and write the POF file resulting from compiling the design in MAX II to the MAX II device.
