The minimum operating frequency limits when using DDR2 or LPDDR2 in Cyclone V and Arria V devices are as follows:

Arria V devices: 200MHz
Cyclone V devices: 167MHz

This minimum operating frequency will remain unchanged for future Quartus II releases.
