I installed a fan in the Arria V GX Stater Kit (DK-START-5AGXB3NE), but the fan doesn't rotate when I turn on the power. Is it a malfunction?

Please check the following two points before judging the failure.
(1) Is the fan power connector properly connected to J18?
(2) Is SW1 No. 4 ON?
