Quartus Prime

Yes, you can by changing the Quartus II settings.

There is a check box for "Wait for floating licenses" in the License Setup screen of Quartus II. By checking here, you can wait until the license becomes available.

The following message is displayed in the message window when the license is waiting for an available license during compilation.
Warning: All instances of floating features are currently in use, waiting for one to become available.
