Use/not use as INIT_DONE must be set in Quartus Rrime / Quartus II Device & Pin Options and compiled.

When set to use (check Enable), the corresponding pin (fixed pin) always functions as the INIT_DONE pin.
If it is set to not used (uncheck Enable), it does not function as INIT_DONE and becomes an I/O pin.

Therefore, INIT_DONE cannot be used to switch as user I/O after configuration like Dual-Purpuse Pins.
