There is a way you can convert directly from pof to hexout.
Write the generated Hexout file to FlashROM with a ROM writer.

The conversion procedure is shown below
1) Copy quartus_cpf to the folder with pof
(quartus_cpf is in \quartus\bin)
2) Run the following command on the command line
quartus_cpf -c .pof .hexout
becomes.
