Intel: Uses Altera IP's PCI Compiler, but is not affiliated with PCI-SIG. Is it okay to use Altera's Vendor-ID/Device-ID?
Depends on the equipment used.
When used in a generally distributed open system, we recommend that you obtain your company's ID from the PCI-SIG and set that ID.
Otherwise (closed system), for example, if it is used only for a specific purpose, or if it is used only inside a system that is not visible to general users, there is no problem in using the default Altera vendor ID.
