When I launch the Quartus II Pin Planner, I get the message “Cannot display Pin Planner: the pin-out of the device is preliminary.” and cannot assign pins. Why can't pin assignment be done?

This is because the version of Quartus II you are using, the selected device is preliminary, and the pin information is not registered.

As a workaround, if the Quartus II you are using is not the latest version, try updating to the latest version.
