Is the Serial Flash Loader (SFL) supported by the FPGA the same as the SFL supported by the MAX II CPLD?

They have different uses.
The FPGA's SFL is used to write configuration data to the EPCS configuration device via JTAG.
The MAX II SFL is used to interface with general-purpose serial ROM devices.
(It has nothing to do with configuration.)
