HDL で記述したロジックのデザインファイルを Quartus II 上で開いた状態で、

　File メニュー ⇒ Create / Update ⇒ Create Symbol File for Current File

を選択すると、回路図で使用可能なシンボルを生成されます。
そのシンボルを回路図エディタ上で呼び出して接続できます。
