Yes it is.
Dynamic reconfiguration of the transceiver block is typically the ability to change receive analog settings, CMUPLL settings, dynamic data rate changes, and other functional changes without reconfiguring the entire FPGA. In addition, the Arria II GX and Stratix IV GX series have added a function called offset cancellation.
This function corrects process fluctuations in the reception buffer and CDR when the power is turned on, correcting the process fluctuations in reception characteristics and enabling more stable reception of data.
This feature called offset cancellation is enabled by implementing ALTGX_RECONFIG. This is for ALTGX blocks that contain receive blocks. So, strictly speaking, if only the transmit block is configured with ALTGX, there is no need to implement ALTGX_RECONFIG.
