Quartus II Ver.10.0 and later Assignment Editor consists of Filter bar, Spreadsheet, and New Assignment bar.
Use the New Assingment bar to add new constraints.
If the New Assingment bar is not displayed, please check if View menu ⇒ New Assingment Bar is enabled.
