If you see this error, please check the following:
・ Installation of drivers for hardware
⇒ If not installed, install the driver.
If you have installed it and get this error, reinstall the driver.
 
・ Start JTAG Server service
⇒ The JTAG Server service may be stopped.
Follow the steps below to start the service.
1. Right-click My Computer on the desktop and select "Manage" from the pull-down menu.
2. From "Services and Applications" in the left branch tree of the "Computer Management" window,
Click on service.
3. Right-click "Altera JTAG Server" from the service list and select Properties.
4. If the "Service Status" is "Stopped", click the "Start" button to start the service.
 
・ Disabling virus detection software
⇒ Communication may be blocked by security.
Disable security temporarily only when performing programming.
Or if the executable program can be specified individually, set Quartus II as an exception.
(\\QuartusII installation directory\bin\jtagserver.exe in some cases)
 
If the above does not work, please reinstall Quartus II.
