The MAX 3000A has a power save mode that operates at low power, how should I set it?
The power save mode for MAX 3000A devices is set in your development tool (Quartus II or MAX+PLUS II).
Although it can be set for the entire design, by setting fast and slow operation individually for each entity, power consumption can be reduced while maintaining the operating speed of high-speed functions.
The option name is "Turbo Bit".
・ Turbo Bit = ON ⇒ High speed mode
・ Turbo Bit = OFF ⇒ Low power mode
Other devices that support this option are APEX 20K, APEX 20KC, APEX 20KE, APEX II, MAX 7000AE, MAX 7000B, MAX 7000S.
The setting method is as follows. Execute compilation after setting.
Quartus II settings

1. Select Assignments menu ⇒ Settings.
2. Select Fitter Settings from Category.
3. Click the More Settings button.
4. Select the "Auto Turbo Bit" option in the Existing option settings column.
Double-click the Setting item and select On/Off from the pull-down list.
5. Click all OK buttons to complete the settings.
