Please use the Altera megafunction (library) to implement the SERDES circuit.
It can be easily created using the Quartus II MegaWizard Plug-In Manager (Tools menu).

After starting the MegaWizard Plug-In Manager, select "ALTLVDS" from the I/O directory in the megafunction list.
