Can VREF pins be used as user I/O pins?
The treatment of not using the VREF pin as a Voltage reference pin is device dependent.
• Stratix series: Cannot be used as user I/O pins.
• Arria series: Cannot be used as user I/O pins.
• Cyclone series: Can be used as user I/O pins.
