Each MAX II I/O pin can enable a pull-up resistor during user mode. This keeps the pin at the VCCIO level of the I/O bank to which it belongs.
Note that this programmable pull-up feature cannot be used in conjunction with the I/O pin bus-hold feature (Enable Bus-Hold Circuitry).
 
Enable the programmable pull-up feature through a Quartus II option setting.
In the Assignment Editor, set the "Weak Pull-Up Resistor" option for the desired pin.
