It is possible to change the Pin Planner pop-up display time.
The procedure is as follows.
- Select Quartus II Tool menu ⇒ Options..
- Select General ⇒ Tooltip Settings from Category
- Select time from Show names in tooltips for: with Enable tooltip checked
This is the method in Quartus II v14.1.
